That said, I would always suggest a Charisma of 1 and a Luck of 7, because 7 Luck will give you +3 points in every single skill, and largely increase your damage, and let you easily win casino matches. Charisma is essentially a dump stat outside of some niche use for companions (+30% damage/DR is hardly a game changer).

Luck is great in New Vegas. The best build imo is a high luck, strength, and agility build. I Take the guns, sneak, melee, survival, and unarmed skills. I then switch between melee/unarmed, pistols, smgs, and sometimes rifles. I usually start with 9 luck, get the implant and then grab every crit perk/sneak I can.

You can get away with twice the money. Useless in a normal route, but for Vegas runs it's a massive early boost.
